there are only seven. let me recall you back to the movie for the workings of the "gate to heaven"

the first six chevrons are to locate a final destination. this is done by locating six points in space (designated by the zeros "0").these points then designate three lines in space. these lines (------) lay on the x, y, and z axis. these lines intersect at a single point (designated by the "X"), witch determines a final destination for the stargate. the seventh and final chevron is used to designate an origin (+).

What about the episode where Jack had all that info put in his head, and at the end of the episode he went through the Stargate to an Azgaurd (sp?) ship? In that episode it showed an eighth.

Intially I thought that was the deal as well. But it was pointed out to me that it is not so. I had seen some conversation of 8 being used so I started with that, then went to seven, then changed it again when I was shown this:

"How many chevrons are on the Stargate?
The Stargate contains nine chevrons. Although the gate has nine chevrons, typically only seven of these are used when dialing from a gate. In the episode The Fifth Race, an eighth chevron was activated (thanks to the knowledge of the Ancients downloaded into Colonel O'Neill's brain) and Carter noted, "The extra chevron must add a new distance calculation to the existing points, like a different area code." So far, the eighth chevron has been used only once (on the Earth Stargate), and the purpose or function of the ninth chevron is still unknown"

There are only seven chevrons on the gates because they are only ment to travel in universe but it is able to add another chevron to the address, if you have enough power to give it the ability, to take you to another universe where there would be a gate with the capabilites to dial all adresses.
